Economic, social and cultural rights such as the rights to food, adequate housing, health, education and work are enshrined in the universal Declaration of Human rights and in various treaties, including the International Covenant on Economic, Social and Cultural rights, which 160 countries are parties to. They are recognized in the national laws of many countries. Yet millions of people are denied these rights on a daily basis.

On 1 May 2010, Amnesty International provided extensive comments on the International Finance Corporation’s (IFC) 2006 Sustainability Framework, which includes the Policy on Social & Environmental Sustainability (SES Policy), the Performance Standards and related Guidance Notes, and IFC Disclosure Policy. These comments included a review of the Sustainability Framework from a human rights perspective and recommendations on how to incorporate human rights due diligence into IFC’s policies and operating standards as part of the current review of the Sustainability Framework.

CLOSE THE ACCOUNTABILITY GAP
GLOBALIZATION HAS BROUGHT UNPRECEDENTED POWER AND INFLUENCE FOR CORPORATIONS, ALONG WITH JOBS AND INVESTMENT RETURNS FOR MILLIONS. BUT WHEN CORPORATIONS’ ACTIVITIES VIOLATE HUMAN RIGHTS AND DRIVE PEOPLE DEEPER INTO POVERTY, THERE IS OFTEN NO EFFECTIVE MEANS TO HOLD COMPANIES TO ACCOUNT OR TO ENSURE REDRESS FOR THOSE AFFECTED.
THE GENDER TRAP
Most of the people living in poverty in the world are women – more than 70 per cent, according to UN estimates.1 Why is it that more than two thirds of the world’s poor are women, although women are only half of the world’s population? Discrimination is a key driver of poverty. In some countries discrimination against women is built into the law, in others it persists despite equality laws. Women do not have equal access to resources and productive means such as land, credit and inheritance rights. Women are not paid the same wages as men and most of their labour is unpaid. Women often work in informal employment with no job security or social protection. At the same time, they are still held responsible for providing care for their families and homes.
FROM PROMISES TO DELIVERY
The Millennium Development Goals (MDGs) remain the most prominent global initiative to address poverty. Drawn from the Millennium Declaration1 adopted 10 years ago by all UN members states, the MDGs represent a commitment, at the highest political level, to translate the high hopes and ambitions of the Millennium Declaration into real improvements in the lives of people living in poverty. However, as deadlines draw nearer, there is a very real danger that the MDG targets will not be met in several areas. Amnesty International believes that human rights standards – and the duty of governments to fulfil them – must be put at the heart of MDG efforts in order to fulfil the promises made in the Millennium Declaration.
HALF-HEARTED, HALF MEASURES
The major global response to the scourge of poverty is encapsulated in the UN Millennium Development Goals. These eight goals – known as the MDGs – were agreed to by all governments at the 2000 UN Millennium Summit. They lay out what the international community hopes to achieve by 2015 – such as the eradication of extreme poverty and hunger, achieving universal primary education and reducing child mortality.
